This program is available to children under the age of 18 with a documented developmental disability and where the individual requiring this level of service has complex needs. It is a 2nd tier level of service for families who are in receipt of other DSS services. The staff works with families where there is a high risk of family breakdown, risk of harm to self or others, risk to school placement, significant behavioural difficulties and respite needs and/or crisis situations.

The program supports families and individuals of all ages with a diagnosis of developmental disability which means " a condition of mental impairment present or occuring in a person's formative years (onset before age 18)." More specifically an IQ at or below 70 (within the lowest second percentile). Exceptions are individuals diagnosed within the Autism Spectrum Disorder.

This program is part of a continuum of Early Years prevention and early intervention to support families with infants and young children from birth to 5 years of age who have a developmental delay or are at risk of a developmental delay. A psychologist from The Hospital for Sick Children provides individual case consultation and training for the Infant and Child Development Consultants on new tools to the program. This is a family centred – holistic approach.
